MSNBC quoted SPPD Senior Fellow Richard Little about water main breaks in Los Angeles. The story cites changes in water use resulting from rationing rules as a possible cause. "Potentially it could cause a surge in flow," Little said. "Couple that together with old brittle pipes and that's not a good recipe." This was an Associated Press story.
