Depending on how quickly the project moves forward, the developer may have to provide a large portion of the project's construction budget up front, Ross said. Due to the current frozen credit market, the developers are unlikely to get traditional financing, he added. Ross is chairman of the board for the USC Lusk Center for Real Estate.
